Michael Balboni, J.D. =96 New York State Deputy = Secretary for=20 Public Safety

Governor Eliot Spitzer appointed Michael Balboni as = Deputy=20 Secretary for Public Safety in January 2007. Mr. Balboni is = the=20 administration=92s senior homeland security and law = enforcement=20 official. A sampling of the state agencies which report to = him are:=20 Office of Homeland Security, Division of State Police, = Division of=20 Military and Naval Affairs, Department of Correctional = Services,=20 Division of Criminal Justice Services, and the State = Emergency=20 Management Office.

Prior to accepting this appointment, Michael Balboni = represented=20 the 7th Senate District, located in Nassau County, since = 1997.=20 Previously he served in the State Assembly for eight = years.

In the Senate, he chaired the Committee on Veterans, = Homeland=20 Security and Military Affairs where he led the enactment of = several=20 new anti-terrorism laws in New York State that criminalize = acts of=20 biological and chemical terrorism, set up security = requirements for=20 small airports and established procedures for securing = chemical=20 plants against terrorist attacks. 

In March 2004, then-federal Homeland Security Secretary = Tom Ridge=20 appointed then-Senator Balboni to a national Task Force that = examined the flow of homeland security dollars from the = federal=20 government to local communities. In 2005, he was named a = Senior=20 Fellow of the Homeland Security Policy Institute at George=20 Washington University and was appointed co-chairman of the = Executive=20 Task Force on Homeland Security of the National Conference = of State=20 Legislatures (NCSL). 

In 2006, Senator Balboni was appointed to the State and = Local=20 Officials Senior Advisory Committee (SLSAC) of the United = States=20 Homeland Security Advisory Council. In that role he helps to = leverage the ingenuity and expertise of state, local and = tribal=20 leaders to provide federal Advisory Council members with the = best=20 possible advice on a range of homeland security issues. He = was also=20 appointed a member of the Board of Advisors of the Homeland = Security=20 Management Institute of Long Island University.

Michael Balboni resides in East Williston, Long Island = with his=20 wife Stephanie and their 4 children. 

Senator Balboni has authored several Law = Review=20 articles, including two published in the Fordham Urban Law = Journal,=20 and is an adjunct professor of political science at Adelphi=20 University as well as a Senior Fellow of the Long Island = University=20 Homeland Security Management Institute. William J. Bratton-Chief, Los Angeles Police = Department=20 and former Police Commissioner, New York Police=20 Department

Appointed the 54th chief of the Los Angeles Police = Department by=20 Mayor James Hahn in October 2002, William J.=20 Bratton oversees the operations of one of the = nation's=20 largest major municipal law enforcement agencies. His=20 responsibilities include the supervision of 9,304 sworn and = 3,055=20 civilian employees. Chief Bratton directs all patrol, = investigative=20 and administrative operations and administers an annual = budget of=20 $927 million. A strong advocate of transparent community = policing=20 that embraces partnership, problem solving and prevention, = he=20 initiated a major re-engineering of the Los Angeles Police=20 Department, moving towards a decentralized police = bureaucracy with=20 stronger area commands that are more responsive to local = community=20 needs, and better trained and motivated police officers.

Chief Bratton joined the Los Angeles Police Department = with over=20 thirty-two years of public and private sector law = enforcement=20 experience. His policing career began as a police sergeant = during=20 his tenure in the United States Army Military Police. He = joined the=20 Boston Police Department in 1970, rising through the ranks = to=20 superintendent of police, the highest sworn rank, by = 1980.

In 1983, Chief Bratton was recruited by the Massachusetts = Bay=20 Transportation Authority Police Department to serve as chief = of=20 police. By the end of his tenure, violent crimes had been = reduced by=20 37%. In 1986, Chief Bratton was appointed as the = superintendent of=20 the Metropolitan District Commission Police, which patrols = the=20 Boston Metropolitan Area. During his tenure, Chief Bratton=20 implemented strong affirmative action initiatives, which = resulted in=20 the doubling of minority supervisors and the recruitment of = the=20 first female chief of patrol.

In 1990, Chief Bratton became chief of police/senior vice = president for the New York City Transit Authority Police = Department.=20 From 1990 to 1991, he won national recognition for his = leadership by=20 initiating reforms and strategies that eventually cut subway = crime=20 by nearly 50%.

In 1991, Chief Bratton returned to the Boston Police = Department=20 as superintendent in chief and in 1993, was appointed as = that city's=20 34th police commissioner. During his tenure, he initiated = and=20 implemented that city's neighborhood policing initiative = that helped=20 pave the way for significant crime reduction and improved = relations=20 between the police and minority communities.

Chief Bratton returned to New York in 1994 when he was = appointed=20 as the 38th police commissioner by Mayor Rudolph Giuliani. = He=20 reorganized that 50,000 person department with a $2.3 = billion dollar=20 budget, achieving a 39% decline in serious crimes and a 50%=20 reduction in homicides. During the period of 1994 to 1996, = he also=20 initiated the internationally acclaimed COMPSTAT system =96 = a computer=20 driven management accountability process that is an integral = part of=20 his decentralized management philosophy. It emphasizes a = =93management=20 from the middle down=94 style that prioritized empowerment, = inclusion,=20 accountability, and the use of timely and accurate crime = analysis to=20 drive the organization.

From 1996 until his appointment as Los Angeles chief of = police,=20 Chief Bratton worked in the private sector, where he formed = his own=20 private consulting company, The Bratton Group, L.L.C. He = also served=20 as a senior consultant with Kroll Associates and served as = one of=20 three subject matter experts to oversee the implementation = of the=20 federal consent decree with the Los Angeles Police = Department.

Chief Bratton holds a Bachelor of Science Degree in Law=20 Enforcement from Boston State College/University of = Massachusetts,=20 is a graduate of the FBI National Executive Institute, and = was a=20 senior executive fellow at Harvard University's John F. = Kennedy=20 School of Government, where he served as a research fellow. = During=20 the period from 1993 to 1996, he served as the elected = president of=20 the Police Executive Research Forum (PERF), a national = police=20 research and policy organization whose members include some = of the=20 most progressive police leaders in North America.

Among his many other honors and awards, Chief Bratton = holds the=20 Schroeder Brother's Medal, which is the Boston Police = Department's=20 highest award for valor.

Keith Bryett, Ph.D. - International Consultant on = Terrorism and Law Enforcement

Dr. Keith Bryett is a highly-regarded international = academic=20 expert and private consultant in matters relating to = terrorism, law=20 enforcement, and security issues. Dr. Bryett, who retired = from the=20 Queensland (Australia) Police Service as a detective = sergeant=20 following a 27-year police career, earned his Ph.D. from = Aberdeen=20 University in 1987 where he studied law enforcement's=20 counterterrorism activities in Ireland, Northern Ireland, = and the=20 United Kingdom with regard to the Irish Republican Army. In = addition=20 to various academic and consulting positions he held in = Australia,=20 Ireland, Northern Ireland, the United Kingdom and the United = States,=20 Dr. Bryett served as director of human resource development = and=20 education for the Northern Territory (Australia) Police, = Fire and=20 Emergency Services Department. In that capacity he was = responsible=20 for all recruit-level and in-service training and education = for=20 personnel providing police, fire and emergency services = throughout=20 the Northern Territory =96 an area of more than a half = million square=20 miles. Dr. Bryett has co-authored or co-edited six books on = policing=20 and terrorism issues, including (with Joanne Wright)=20 "Policing and Conflict in Northern Ireland" = (London: Macmillan, 2000) and numerous refereed articles, = book=20 chapters, monographs, and consulting reports. Dr. Bryett has = an=20 expansive knowledge and a great deal of practical experience = in law=20 enforcement systems throughout the world, and is currently = working=20 with the United Kingdom's National Crime Squad (NCS) to = assess the=20 street-level impact of national-level operations against = organized=20 crime groups.

Vincent J. Doherty-Captain, Fire Department of New = York and=20 Senior Fellow/Practitioner, Department of Homeland=20 Security

Captain Vincent J. Doherty is a decorated 25-year veteran = of the=20 Fire Department of New York (FDNY) and is the former = Executive=20 Officer of HazMat Operations, Special Operations Command. = Captain=20 Doherty has been involved with HazMat response for most of = his Fire=20 Service career and is an instructor for the National Fire = Academy,=20 the International Association of Firefighters (IAFF), New = York=20 State, and the FDNY. His main emphasis in the aftermath of = the=20 September 11, 2001 terrorist attacks has been to restore the = FDNY=20 preparedness and readiness by increasing the capacity, = competency=20 and capability of the Special Operations Command to respond = and=20 operate at and above pre-9/11 levels of performance.

Captain Doherty is presently on loan from the FDNY to = Department=20 of Homeland Security, Preparedness Directorate as a Senior=20 Fellow/Practitioner, where he applies his 25 years of = practical=20 experience, knowledge, skills and abilities to various = programs=20 operating under the aegis of the Office of Grants and = Training. His=20 primary emphasis is on rolling-out new HSPD 8 Preparedness = Programs=20 to build the capability and preparedness of State and Local=20 assets.

Captain Doherty is the Chair of the Science and = Technology=20 Committee of the Interagency Board (IAB) for Equipment=20 Standardization and Interoperability and an outspoken = advocate for=20 Emergency Responder requirements and standards. He is also = an=20 accomplished lecturer, speaker and writer, having published = numerous=20 articles dealing with homeland security and emergency = response=20 issues and having participated in numerous conferences, = symposiums=20 and conventions.

Captain Doherty is a charter member and graduate of the=20 DHS-sponsored Master=92s Degree Program at the Naval = Postgraduate=20 School (NPS), where he received his Master of Arts Degree in = Security Studies, Homeland Defense and Security. He holds a = Bachelor=20 of Science degree from St. John=92s University and worked as = a chemist=20 for Fisher Diagnostics prior to entering the Fire Service. = Captain=20 Doherty has a long history as a benefactor of national and = federal=20 first responder programs and is presently devoted to giving = back the=20 extensive knowledge and experience gained over the course of = his=20 career for the benefit of others in the response = community.

Dean M. Esserman, J.D. =96 Chief of Police, = Providence,=20 R.I., Police Department

Born in September of 1957 in New York City, Dean M. = Esserman has=20 spent virtually his entire adult life in public service,=20 specifically as a law enforcement administrator. Colonel = Esserman=20 served as an assistant district attorney in Brooklyn, New = York, from=20 1983 to 1987. He then served as general counsel to Chief = William=20 Bratton of the New York City Transit Police, the 6th largest = force=20 in the nation, with 4,000 sworn officers.

Colonel Esserman was assistant chief of police in New = Haven,=20 Connecticut, from 1991 to 1993, where he put into effect a=20 community-policing plan, the state's first federally funded = drug=20 gang task force, and cut crime city-wide. He then became = chief of=20 police for the M.T.A. Metro North Police Department, = headquartered=20 in New York City. He served as chief from 1993 to 1998.

Colonel Esserman was appointed in 1998 as chief of police = in=20 Stamford, Connecticut, where he brought his nationally = renowned=20 philosophy of community-oriented policing and cut crime by = 50 %.=20 While in Stamford, he introduced many innovations and = developed a=20 national reputation as as a police leader.

Colonel Esserman served through 2001, when he became = executive=20 managing director of the Thacher Associates, LLC. In = addition,=20 Colonel Esserman is one of only ten federally appointed = monitors in=20 the nation, and is currently monitoring the Wallkill Police=20 Department of New York at the appointment of the Federal = Court. He=20 also serves as a member of the Board of Directors of the = Police=20 Executive Research Forum, the nation's preeminent policing=20 think-tank.

Dean Esserman is a graduate of the New Haven Police = Academy,=20 Dartmouth College (B.A.), New York University School of Law = (J.D.),=20 and a fellow at the Yale University Child Study Center. He = is a=20 member of the New York and Massachusetts Bar, and is = currently=20 serving as the senior law enforcement executive in residence = at the=20 Roger Williams University Justice System Training and = Research=20 Institute.

Colonel Esserman was appointed as chief of police of the=20 Providence Police Department on January 10, 2003 and = presently=20 serves in that capacity.

Joseph Fuentes, Ph.D. - = Superintendent,=20 New Jersey State Police

Colonel Joseph =93Rick=94 Fuentes is the 14th = superintendent of the=20 New Jersey State Police as well as the state's director of = Emergency=20 Management. Superintendent Fuentes joined the State Police = in 1978,=20 and his assignments include those of a general road duty = trooper in=20 central and southern New Jersey and of an instructor at the = Sea Girt=20 Academy. He was also a supervisor with the FBI/NJSP Joint = Terrorism=20 Task Force, Narcotics Units, and the Street Gang Unit. Prior = to=20 being named superintendent, he was assigned as the chief of = the=20 Intelligence Bureau, overseeing nine units within the = Intelligence=20 Section.

The recipient of numerous awards, Superintendent Fuentes = has been=20 recognized by the U.S. Justice Department, Drug Enforcement=20 Administration, and in 1993 was a co-recipient of the New = Jersey=20 State Police Trooper of the Year award. In 2004, he was = named as the=20 1st vice chair, Division of State and Provincial Police,=20 International Association of Chiefs of Police.

Recognizing the need for the rapid deployment of critical = resources during emergencies, Colonel Fuentes ordered the = most=20 comprehensive reorganization in the 83 year history of the = State=20 Police. That reorganization merged the Emergency Management = Section=20 with the newly formed Special Operations Section to = establish the=20 new Homeland Security Branch. The Aviation, Marine, Canine, = Traffic=20 Safety, Arson/Bomb, State Government Security, and other = specialized=20 units are now under the command of one lieutenant colonel, = allowing=20 the State Police to respond with minimal fiscal impact or=20 disruptions to other areas of responsibility.

Superintendent Fuentes earned a Bachelor of Science = degree from=20 Kean College of New Jersey in 1977, a Master of Arts in = Criminal=20 Justice from John Jay College of Criminal Justice, New York = in 1992,=20 and a Doctorate of Philosophy in Criminal Justice from City=20 University of New York in 1998.

Patrick J. Harnett, FBINA Chief of Police, Hartford, = CT and=20 retired Chief of Transportation Bureau, New York Police = Department=20

Patrick J. Harnett was appointed chief of police in = Hartford,=20 Conn., following a distinguished 32-year career with the New = York=20 City Police Department. Chief Harnett began his career with = the New=20 York City Police Department in 1968 as a police officer, and = he was=20 promoted to detective in 1971. From 1983 to 1985, Chief = Harnett=20 served as a lieutenant and commanding officer of the Crime = Stoppers=20 Unit, and subsequently served as commanding officer of the = Major=20 Cause Squad and the Emergency Service Unit. In 1994, he was = named=20 executive officer to the chief of the New York City Police=20 Department, and in 1995 he became commanding officer of the = New York=20 City Police Department's Narcotics Division. Chief Harnett's = tenure=20 with the New York City Police Department culminated in his = 1998=20 promotion to chief of the Transportation Bureau, where he = was=20 responsible for managing over six thousand police officers = and=20 traffic agents in the Transit and Traffic Divisions. Chief = Harnett=20 was a key member of the management team which, beginning in = 1994,=20 reengineered the New York City Police Department and = ultimately=20 resulted in an unprecedented reduction in crime and a vastly = improved quality of life for all New Yorkers. Chief Hartnett = retired=20 in 1998 to become the first deputy director of the New = York/New=20 Jersey High Intensity Drug Trafficking Area (NY/NJ HIDTA), a = federal=20 program created to fund effective narcotics strategies = involving=20 cooperative efforts of federal, state and local law = enforcement=20 officers. An independent security consultant advising both = public=20 and private organizations, including the NY/NJ HIDTA since = January=20 of 2000, Chief Harnett has conducted operational and = organizational=20 reviews focused on implementation of specific law = enforcement action=20 plans and strategies. He also implemented COMPSTAT programs = (a=20 leadership and accountability management program developed = in New=20 York City Police Department) that increased effectiveness by = clarifying lines of communication, authority and = accountability.

Chief Harnett, who earned a Bachelor of Arts in History = from Iona=20 College and a Master of Arts in Criminal Justice from the = State=20 University of New York (SUNY), is a graduate of the Police=20 Management Institute of Columbia University, the Dignitary=20 Protection Seminar of the United States Secret Service, the = Criminal=20 Investigation Course of the New York City Police Department, = and the=20 Federal Bureau of Investigation (FBI) National Academy in = Quantico,=20 Virginia.

Steve Israel -- U.S. House of Representatives, = Second=20 Congressional District, N.Y.; Member, House Armed Services=20 Committee, Representative for Suffolk County, N.Y. =

Congressman Steve Israel has represented New York's = Second=20 Congressional District since 2001, and is currently the = assistant=20 democratic whip. Congressman Peter T. King, J.D. - Representative for = the Third=20 Congressional District, Nassau County, N.Y.; Chairman, House = Homeland Security Committee.

Congressman Peter T. King is serving his seventh term in = the U.S.=20 House of Representatives. He was first elected in 1992 and=20 represents New York=92s Third District.

Representative King has extensive Homeland Security = credentials.=20 Rep. King is Chairman of the Homeland Security Committee and = also=20 serves on the International Relations Committee=92s = Subcommittee on=20 International Terrorism and Nonproliferation. Congressman = King has=20 also been a leader in the ongoing effort to have more = Homeland=20 Security funding based on threat analysis and is a strong = supporter=20 of the war against international terrorism, both at home and = abroad.

During his years in Congress, Rep. King has attained a = reputation=20 for his independence, integrity, and patriotism. Calling = Rep. Prior to serving in Congress, Pete King was elected to = three=20 terms as the Comptroller of Nassau County. Before serving in = county=20 government, Rep. King had extensive experience as a = practicing=20 attorney and civic leader. He began his political career in = November=20 1977 by winning election to the Hempstead Town Council. He = is the=20 author of three published novels, Terrible Beauty, Deliver = Us From=20 Evil and Vale of Tears which are based upon his political=20 experiences.

Peter T. King was born on April 5, 1944 and is a graduate = of St.=20 Francis College, Brooklyn, and the University of Notre Dame = Law=20 School. He is a lifelong resident of New York and has lived = in=20 Nassau County for almost 40 years. Rep. King and his wife, = Rosemary,=20 reside in Seaford. They have two adult children, Sean and = Erin, and=20 one grandson.

John Miller - Assistant Director of = Public=20 Affairs, Federal Bureau of Investigation

John Miller is Assistant Director of = Public Affairs=20 for the Federal Bureau of Investigation. He came to the FBI = from Los=20 Angeles, where he served the Los Angeles Police Department = as the=20 Bureau Chief for the Counter-Terrorism and Criminal = Intelligence=20 Bureau (CTCIB). The mission of the CTCIB is to investigate = and=20 arrest individuals involved in criminal activity that may = support a=20 criminal network or that may have a national or = international=20 criminal infrastructure in support of terrorist activities.=20

At the LAPD, Mr. Miller also oversaw the = Major=20 Crimes Division, which included the Criminal Investigation,=20 Intelligence, Criminal Conspiracy, and Organized Crime = Sections. And=20 he oversaw the LAPD=92s Emergency Services Division, which = included=20 the Bomb Squad, Hazardous Materials Unit, LAX K-9 unit, and = its=20 Critical Asset Assessment Team.

Mr. Miller also served as a Deputy Police=20 Commissioner of New York City, and was the chief spokesman = for the=20 NYPD under then Commissioner William Bratton.

Before coming to LA, Mr. Miller served as = a=20 correspondent and anchor for ABC News. During his five years = with=20 that network, his work emphasized covering terrorism and = took him to=20 Afghanistan, Pakistan, Yemen, Saudi Arabia, and Lebanon. His = 1998=20 interview with terrorist leader Osama Bin Laden, and his = later=20 coverage of Al Qaeda and the events of September 11 resulted = in a=20 number of prestigious awards, including two Peabody Awards, = and a=20 DuPont Award. He is also the recipient of nine Emmys. =

Mr. Miller began his career in journalism = in 1973 at=20 WNEW in New York. From 1985 to 1994 he covered criminal = justice=20 issues for WNBC in New York. He was with the NYPD from = 1994-1995.=20

Mr. Miller has lectured annually at the = FBI Academy=20 on issues involving both media and terrorism. He is a = graduate of=20 the FBI National Executive Institute and the United States=20 Department of Justice, Office of Emergency Preparedness = Hazmat=20 Technician Course on Weapons of Mass Destruction, and is a = member of=20 the International Association of Bomb Technicians and the=20 International Association of Chiefs of Police.

Daniel T. Mullin, J.D. - Senior = Director for=20 Security, Major League Baseball

Daniel T. Mullin is the senior director = for Security=20 and Facility Management for Major League Baseball. Dan is = involved=20 with the security and evacuation planning for all 30 major = league=20 ballparks. He has direct responsibility for security = planning at all=20 of Major League Baseball=92s major events, including the = All-Star=20 game, the World Series, and the World Baseball Classic. He = has=20 oversight of all investigations involving players, coaches = and other=20 Major League employees. Dan also helps coordinate Department = of=20 Homeland Security drills at ballparks around the country. = Dan is=20 currently serving on the Department of Homeland Security = Critical=20 Infrastructure working group.

Prior to joining Major League Baseball, = Dan served=20 23 years with the New York City Police Department, retiring = as a=20 deputy chief. He last served as the executive officer of the = Bronx,=20 where he supervised more than 3,000 police officers. During the 1991 nor=92easter that was = later chronicled=20 in the book and movie, =93The Perfect Storm,=94 he survived = a harrowing=20 helicopter crash while attempting to rescue a sailor in = distress.=20 Mr. Ruvola faced 100-mph winds that made mid-air refueling=20 impossible. Under the circumstances, he was forced to ditch = the=20 helicopter in the ocean 60 miles off the coast of Long = Island. One=20 crew member was lost, and it was hours before the survivors = were=20 brought to safety-- an episode indicative of the dangers = regularly=20 confronted by Mr. Ruvola and his colleagues at the New York = Air=20 National Guard=92s 106th Air Rescue Wing as they fulfill = their motto,=20 flying =93So that others may live.=94

Mr. Ruvola joined the Air Rescue Wing in = 1977 as a=20 pararescue specialist. In this capacity, he jumped into = combat,=20 treated wounded soldiers and removed them from danger. That = same=20 year, with two years of coursework at SUNY Farmingdale under = his=20 belt, Mr. Ruvola transferred to C.W. Post, where he earned a = B.S. in=20 recreation services administration.

He became a commercial helicopter pilot in = New York=20 City in 1985, but he remained deeply involved with the Air = Rescue=20 Wing, taking on flight instructor responsibilities in 1998. = By 2002,=20 Mr. Ruvola was named squadron commander of the 102nd Rescue=20 Squadron. From August through December of 2003, he served as = commander of the U.S. Air Force=92s 101st Expeditionary = Rescue=20 Squadron.
