Scope and Content Note: The Office of Civil and Defense Mobilization (OCDM) = was=20 established by theauthority of Reorganization Plan No. = 1 of=20 1958, effective July 1, 1958. TheOCDM consolidated the = Federal=20 Civil Defense Administration (FCDA) with theOffice of = Defense=20 Mobilization (ODM). The FCDA had been established by = order=20 ofthe Executive Office of the President on December 1, = 1950 to=20 provide a plan ofcivil defense in order to protect = life and=20 property in the United States in theevent of attack. = The act=20 declared the intent and policy of Congress that=20 thisresponsibility shall be vested primarily in the = States and=20 their politicalsubdivisions, with the Federal = government=20 providing the necessary coordinationand guidance. The = ODM was=20 established in 1953 as the policy and = coordinatingagency of=20 the national mobilization effort, including both = current=20 defenseactivities and readiness for any future = national=20 emergency. Mobilizationactivities carried out under = the=20 authority of the ODM included production,procurement,=20 manpower, stabilization and transport. The OCDM was=20 established inorder to centralize the authority for=20 non-military defense functions into asingle agency. = Operation=20 Cue was one of a myriad of smaller tests = conductedunder the=20 auspices of the Atomic Energy Commission's (AEC)=20 developmentalprogram, Operation Teapot. The test was=20 supervised by the FCDA OperationsGroup. Operation = Teapot was=20 designed to test nuclear devices for possibleinclusion = in the=20 weapons arsenal, improve military tactics, equipment=20 andtraining, and study civil defense requirements. It = was the=20 fifth series ofatmospheric nuclear weapon tests staged = by the=20 AEC. The Operation Teapot seriesof nuclear explosions = involved=20 fourteen nuclear events and one non-nucleardetonation = between=20 February 18 and May 15, 1955. The participants = included=20 thevarious branches of the military brought together = under the=20 rubric of the JointTest Organization (JTO). The JTO = also=20 involved the Department of DefenseOperations = Coordination=20 Staff, the Air Weather Service, the JTO = RadiologicalSafety=20 Group, the Lookout Mountain Laboratory Group, and the = Field=20 CommandSupport Group. Shot Apple 2, the May 5th = nuclear=20 explosion on which theOperation Cue tests were based, = was the=20 14th detonation in the Teapot series.Although the JTO=20 coordinated military related tests in conjunction with = thisblast, Operation Cue was exclusively concerned = with civil=20 defense matters. Itconsisted of technical tests, field = exercises, observer activities, and presscoverage. = Operation=20 Cue was the fourth civil defense exercise involving=20 atomictests in Nevada. Operation Cue consisted of 65=20 associated experiments including17 diagnostic, 9 = military, and=20 48 civil effects projects. The major elementsof the = test were=20 an observer program, a field exercise program, and=20 civileffects tests. In the civil effects tests, the = FCDA=20 sought information onnuclear effects in six program = areas- 1)=20 response of residential, commercial,and industrial = structures=20 and materials; 2) foods and foodstuff; 3) shelters = forcivilian=20 population; 4) utilities, services, and associated = equipment;=20 5) mobilehousing and emergency vehicles, and 6) = radiological=20 defense. The photographs inthis series consist of = images of=20 pre-blast preparations including placement ofmanikins = in test=20 houses, digging of observation trenches, construction=20 ofshelters, installation of communications equipment = and other=20 materials to betested, views of the blast area from = various=20 distances and of FCDA personnel andobservers; the = explosion=20 (304-OC-702); post-blast effects on defense = rescueoperations=20 and mass feedings. At the end of the series = photographs=20 304-OC-1001through 1008 show the effects of the blast = on test=20 structures one second afterdetonation.
